Considered in this way, developments in theory may be interpreted as products of their time and circumstances. Campbell and Fainstein (1996: 149) illustrate the dual response in the case of ‘the communicative turn’ in planning theory (Healey, 1992a), referring to attempts in planning to ‘simultaneously adapt to two crucial changes’: ‘the resurgence of economic valuation’ and ‘postmodern critiques of scientific rationalism’. These two strategic changes, allied with a range of other developments in planning theory during the past twenty years, reflect a broader ‘crisis’ in planning theory related to the decline of the classic rational planning model.

Collaborative planning clearly incorporates issues of process, yet it is also proposed as a form of planning that is not exclusively concerned with technique and procedure (Healey, 1997a: 71, 86). : 71) which will themselves be locally specific (Healey, 1996a: 231). Such a statement appears to diminish the importance of outcomes in planning activities. Planning academics are noted as having previously developed a preoccupation with procedural issues to the exclusion of the merits of issues of substance (Darke, 1985: 16) and this serves as a clear warning to those 37 Collaborative planning advocating collaborative planning practices that such activities do not negate the requirement to formulate some conception of a ‘good society’.

Three broad categories emerge from these interpretations. First, there are the micro-political interpretations of planning practice usually based on a combination of Habermasian ideal speech and post-structuralist concern with language (Forester, 1989, 1993; Fischer and Forester, 1993). Following in this tradition are the second category of ethnographic studies comparing this ideal to practice (Healey, 1992a; Hillier, 1993; Healey and Hillier, 1996). Finally, there are the prescriptive (though the authors would deny this label) studies aimed at using communicative rationality as a basis for what has now been termed ‘collaborative’ or ‘deliberative’ planning (Healey, 1992a, 1996a, 1996b, 1997a, 1998; Forester, 1999d).
